The primary purpose of the Airports Council International ? North America
Commissioners Roundtable Scholarship is to provide financial support to
students working toward a career in Airport Management or Airport Administration.

Criteria: To be considered you must: (1) Be officially enrolled in
an accredited college or university in an undergraduate program focused
on a career in Airport Management. Other majors will be considered if an
applicant's goal to be an airport manager can be demonstrated through work
experience or a personal essay. (2) Possess a 3.0 GPA on a 4.0 scale or
the equivalent. (3) Must reside and attend school in the U. S., Canada,
Saipan, Bermuda, U. S. Virgin Islands or Guam. The following criteria will
be used to evaluate applicants: (1) Application form must be accompanied
by an official transcript. Copies will not be accepted. (2) Two letters
of recommendation with one from a former/current professor. Both letters
must be sealed and submitted with the application. (3) Demonstrated economic
need. (4) An essay between 250500 words with an emphasis on the applicant's
interest or experience in the aviation industry.

Previous scholarship recipients may reapply for annual scholarships by
completing number one and number two of the scholarship criteria for the
evaluation section. The essay should provide the Scholarship Committee
with information about you that is not contained in another part of the
application.

THE FOLLOWING ARTICLE WAS TAKEN FROM KIPLINGER’S PERSONAL FINANCE MAGAZINE ENTITLED “TUITION RELIEF FROM UNCLE SAM”
Congress has gotten serious about offering parents tax relief from high tuition bills in the last few years. Among important tax breaks that first took effect in 1998 are:
THE HOPE SCHOLARSHIP CREDIT
This credit is
worth up to $1,500 for each child for whom you pay college tuition. The
credit is
available only
for a student's first two years of college or technical school. (In later
years,
another less
generous, credit is available.) The Hope credit is worth 100% of the first
$1,000
and 50% of the
next $1,000 you pay for tuition and other qualifying fees (not including
room,
board or books)
for yourself, your spouse or your dependent. To qualify, the student must
be
taking at least
one-half of the normal full?time course load. Your right to the credit
disappears
as your income
rises between $80,000 and $100,000 on a joint return and between $40,000
and $50,000 on
a single return. (These phase?out zones are scheduled to increase to keep
up with inflation,
but not until 2001.) If you pay college bills with borrowed money, the
expense counts
toward the tax credit in the year you pay the bills, not the year you repay
the
loan.
THE LIFETIME LEARNING CREDIT
While the Hope
credit is good only for freshman and sophomore years, this credit is available
to help pay for
any post-secondary education, including graduate courses. It's worth less,
though: just
20% of the first $5,000 of qualified tuition and fees. But again, not room
and
board, for a
maximum credit of $ 1,000 a year. In 2003, credit doubles, to 20%
of the first
$10,000 of qualifying
expenses. Like the Hope credit, Lifetime Learning credit is expenses
paid for yourself,
your spouse or your dependent. But unlike the Hope, even if you take a
single course,
you qualify for this credit as long as the course is designed to help you
acquire
or improve job
skills. Another important, and costly difference: Although you can claim
a Hope
credit for each
qualifying student for whom you pay tuition, you can claim only one Lifetime
Learning Credit
each year, regardless of how many students you're supporting. That caps
the
annual savings
at $ 1,000. And you can't claim a Hope credit a Lifetime Learning credit
for
the same child
in the same year.
This credit is
phased out as your income rises, just like the Hope credit. Your right
to it
gradually disappears
as Your AGI rises between $80,000 and $100,000 on a joint return and
between $40,000
and $50,000 on a single return. The timing of tuition payments is important.
Because academic
years span two tax years, carefully planning payments can help you
maximize the
tax benefits.
A student who
goes through college in four year could earn you five credits. For example,
a
$1,500 Hope credit
for the first semester freshman year, another $1,500 credit for the
following calendar
year and $ 1,000 Lifetime Learning credits for the following three years,
ending with the
year of the student's second semester, senior year. Your total tax savings:
$6,000.
You don't have
to wait until you file your tax return to enjoy the benefit. You can file
a new
W-4 form with
your employer to reduce tax with-holding from your paychecks to reflect
your
tax savings.
If you'll claim a $1,500 Hope credit and a $1,000 Lifetime Learning credit
on your
tax return, you
can cut with-holding by $200 a month all through the year.
THE EDUCATION IRA
From a group of
grown?ups who wanted to be known as the Education Congress, try this
riddle: An individual
retirement account that has nothing to do with retirement. Say hello to
the nondeductible
education IRA, a creation, that has financial planners scratching their
heads. Parents,
grandparents, uncles, aunts or even generous, unrelated souls can contribute
up to $500 to a special account for a child. But, as you might expect,
it's no that simple:
TRICK NUMBER
ONE: That $500 limit is per child, not per donor. But, the right
to make the
contributions
depends on the contributor's AGI. As it rises between $150,000 and $160,000
on
a joint return
or between $95,000 and $110,000 on a single return, the maximum deposit
allowed
gradually diminishes
from $500 to zero. Also, no contributions can be made after the child reaches
age 18.
TRICK NUMBER
TWO: No contribution can be made for a child in a year for which a
payment is
made to a state-sponsored-prepaid?tuition
program for the same child. In many cases, the tax
benefits of a
prepaid?tuition plan can outweigh the benefits of an education IRA. The
advantage of the education IRA? Earnings compound tax?deferred, just as
they do in regular IRAs, and
withdrawals can
be totally tax?free if used to pay qualifying college bills (including
room and board as long as the student is enrolled at least half-time).
Withdrawals that are not used for qualifying expenses will be taxed to
the extent they represent earnings, and also slapped with a 10% penalty.
When it comes
to these IRAs, Congress doesn't trust anyone over age 30. Accounts must
be closed when the beneficiary reaches that age, with the money spent for
qualifying expenses or taxed and penalized. But there's an out: You can
switch the account to a younger member of
the family, perhaps
to the 30-year-old's younger sibling or child. Such a tax-and-penalty-free
transfer would allow the new beneficiary to use the money for college.
TRICK NUMBER
THREE: In any year in which an education IRA is tapped for college
bills, the
student does
not qualify for a Hope or Lifetime Learning credit. Thus, if you plan to
take advantage of the credits you might not be able to spend the education
IRA Money. But, depending on how many children you have in college
at the same time, it would be possible to cash in on the credits and the
education IRA. You’re allowed, for example, to claim a Hope credit for
one child, rack up the maximum $ 1,000 Lifetime Learning credit for another
child and tap a education IRA for a third.
TRICK NUMBER
FOUR: You might not be able to open an education IRA at your favorite
mutual
fund or brokerage.
Due to the $500 cap on contributions, some companies, consider the accounts
too costly to administer.
REGULAR IRM CHANGES
DEDUCTION FOR INTEREST ON STUDENT LOANS
This break will
definitely help anyone who qualifies. Recognizing the crushing burden of
student debt
carried by so many college grads (and their parents), Congress created
a new
deduction for
interest on loans used to pay for college. And rather than treat
this write-off as
an itemized deduction,
which would have denied the benefit to taxpayers who claim the
standard deduction.
This one is an adjustment to income. That means you get full credit for
it even if you claim the standard deduction. The amount of interest you
can deduct is limited to $1,500 in 1999, $2,000 in 2000 and $2,500 in 2001
or later years.
The right to
this write-off, like so many others-disappears as your income rises. The
maximum write-off diminishes gradually as you AGI moves from $40,000 to
$55,000 on a single return and from $60,000 to $75,00 on a joint return.
(These Phase?out zones will be adjusted for inflation, but not until 2003.)
Apparently to
encourage you to Pay Off student debt quickly, the deduction is available
only
for interest
paid in the first 60 months after repayment begins. You don’t have to use
federal
student loans
to qualify for this tax break. It applies to interest paid on almost any
loan used to
pay higher education
expenses.
TAX BREAKS FOR PREPAID TUITION PLANS
Lawmakers made
it clear that another tax deferred way to save for college, state-sponsored
prepaid tuition
plans, will get special treatment from the IRS. These plans allow money
to be set
aside in a special
account for a child in exchange for tuition when the child is ready to
go college. The idea is to lock in a return on the investment that
keeps pace with the cost of college. But how is the increasing value o
the funds treated for tax purposes?
That had been
unclear, but now Congress says there will be no tax on the increase in
value as
it occurs and,
if the money is used to pay college costs, the appreciation will be taxed
to the student beneficiary.
But if the money
is refunded to the parent (or other donor), because the child doesn't go
to college, then the increase in value would be taxed in the parent's bracket.
But you would still have benefited from years of tax deferral. Congress
added a couple of important breaks
for pre-paid
tuition plans as part the 1997 tax bill. Room and board, as well as tuition,
are now
considered qualifying
expenses that can be for with plan money, which means more money can be
set aside. And contributions are eligible for the $10,000-a-year exclusion
from the federal gift tax.
CAPITAL GAINS CUTS
Another way to
use the tax law to lower tuition bills is to give child appreciated securities
you
otherwise would
sell to pay tuition. The tax bill the appreciation passes to the recipient
along
with gift. But
because your student is likely to be in a lower tax bracket, the family
out ahead.
Assume that the
stock bought for $2,500 is now worth $5,000. If you sellit, you would
owe tax
on the $2,500
gain. Even with the 20% rate on long?term capital gains, you would owe
$500.
But if you give
the shares to your college student, the $2,500 profit would be taxed
at the child's
rate. Assuming
the child is in the lowest tax bracket (with taxable income of $25,750
or less in
1999 on a single
return), the capital gains tax rate would be just 10%. That cuts the tax
bill in half,
saving $250.
This strategy can work even if you don’t need to sell securities to pay
tuition. If, you don't really want to part with the shares, you coould
reinvest in the securities with the cash that otherwise would have gone
for tuition You would be taxed only on the stock's appreciation from that
time on.
